Dissolution
- Section 1. Name
- The name of this organization shall be
the Bay Area Sport Kite League.
- Section 2. Purpose
- The overall purpose of the League shall
be to provide a public forum for
competitive sport kiting throughout the
greater San Francisco Bay Area. To that
end, the League shall:
- Establish and run a series of
events on a regular schedule each
year.
- Promote kiting as a competitive
sport.
- Educate the public in the art and
joy of competitive sport kiting.


- Section 1. Eligibility
- Membership is open to all persons who
favor the purposes of the League.
- Section 2. Classes Of Members
- ASSOCIATE MEMBER: A registered competitor
(individual) entitled to participate at a
single competition event. No other
Privileges Of Membership, as described
below, are extended to Associate Members.
- REGULAR MEMBER: A dues paying member
entitled to all the Privileges Of
Membership described below..
- Section 3. Privileges Of Membership
- Participation at League events for a
reduced cost for the duration of the
membership term.
- Right to vote at Membership Meetings.
- Subscription to the Leagues publications
for the membership term.
- Card of membership for the term
prescribed.
- Upon request, a copy of the Leagues
by-laws in effect at the time of request.
- Section 4. Dues
- Dues shall be determined by the Board Of
Directors.
- Dues shall be no more than is reasonable
and necessary for publications of the
League, for support of the Leagues
functions and for achievements of its
goals.
- Section 5. Termination And Withholding Of
Membership
- The Board Of Directors by a three-fourths
(3/4) vote may, in writing, terminate or
withhold membership for activity which in
the judgment of the Board is prejudicial
to the best interests of the League.
- Section 6. Membership Transference
- Membership in the League is not
transferable, assignable, or negotiable.
Memberships may however be given as
gifts.
- Section 7. Membership Lapse
- Membership shall lapse the day before the
first event of the calendar year for
Regular Members and at the end of an
event for Associate Members.


- Section 1. Responsibilities
- The Board of Directors will be the
governing body of the League.
- Section 2. Officers of the Board
- The President, Vice President, Secretary,
Treasurer, Planning Committee Chair,
Event Committee Chair, Rules &
Scoring Committee Chair, Field Setup
Committee, and Festivals Committee Chair
will make up the Board of Directors.


- Section 1. President.
- The President will be the chief executive
officer and spokesperson for the League.
Duties of the President include:
- Responsibility to see that League
events and activities are
adequately planned and staffed.
- Communicating with committees,
League volunteers and members.
- Scheduling and chairing all
General and Board Meetings.
- Delegating tasks and appointing
committee chairs as needed,
except where otherwise delegated
in these by-laws.
- All expenditures must be approved
in advance by the (Treasurer or)
President.
- Section 2. Vice President
- The Vice President will be responsible
for assisting the President. Duties of
the Vice President include:
- Coordinating the activities of
the committees.
- Representing the President when
the President is absent or unable
to participate in required
functions.
- Section 3. Treasurer
- The Treasurer will be the chief financial
officer for the League. Duties of the
Treasurer include:
- Maintaining financial records and
bank accounts.
- Paying all League bills and
reimbursable expenses.
- Maintaining a roster of current
members, collecting dues, and
distributing membership cards,
presenting financial reports at
meetings.
- Controlling and monitoring the
League post office box and
distributing incoming mail to
appropriate members.
- Chairing the Ways and Means
Committee.
- All expenditures must be approved
in advance by the Treasurer (or
President).
- Section 4. Secretary
- The Secretary will be responsible for
correspondence and non financial record
keeping for the League. Duties of the
Secretary include:
- Recording minutes for all
meetings.
- Maintaining a file of League
documents.
- Responding to inquiries and
correspondence received by the
League.
- Section 5. Planning Committee
- The Planning Committee will be
responsible for advance preparation of
all League events. The Planning Committee
will be responsible for the following:
- Determining event locations and
dates.
- Obtaining materials specific to
individual events, such as:
- Permits
- Portable toilets
- PA System
- Generator
- Forms
- Coordinating with Parks & Rec. and
City Chamber of Commerce.
- Section 6. Event Committee
- The Event Committee is responsible for
all activities the day of the event. The
Event Committee's responsibilities
include:
- Registration of competitors.
- Posting of flight order.
- Coordinating judges and other
volunteers.
- Section 7. Rules and Scoring Committee
- The Rules and Scoring Committee will
determine the rules for flying, judging,
scoring, cumulative rankings and related
issues. To that end the committee will
maintain a scoring system for use at each
event, a booklet of league specific
rules, and cumulative rankings for the
season.
- The AKA International Sport Kite
Competition Rules will be followed by all
events, except where revised by the Rules
and Scoring Committee.
- The Rules and Scoring Committee will be
responsible for the tabulation and
posting of scores during events.
- Section 8. Festivals Committee
- The Festivals Committee is responsible
for the planning and running of non
competitive fun flys. Responsibilities
include inviting noted kite makers and
fliers, coordinating with local
officials, and providing event day
organization.
- Although the emphasis of the League is
competitive sport kite competition, in
many instances the League will coordinate
it's activities in conjunction with a
city's kite festival. This may be done in
order to procure facilities at a reduced
cost, or simply as a community service.
- Section 9. Ways and means committee
- The committee is responsible for
coordinating league fund-raisers and
soliciting sponsor donations. In
addition, it is the responsibility of the
Ways and Means Committee to establish and
manage sound fiscal spending procedures
for the League.
- The Ways and Means Committee is
responsible for developing a League
Budget.
- Section 10. Field Setup Committee
- The Field Setup Committee is responsibel
for the physical layout and setup of the
competition field and related items the
day of the event. The Field Setup
Committee's responsibilities include:
- Determination of the field
layout.
- Setup and Take Down of:
- Fields
- PA System
- Scoring Tents
- Registration Table
- Section 11. Other Committees
- Additional special committees may be
established at the discretion of the
President orby majority vote of the Board
of Directors. Such committees are
dissolved at the end of the season unless
reestablished.


- Section 1. Annual Meeting
- An annual meeting of the general
membership will be scheduled by the
president and held within 45 days of the
last event of the season.
- The agenda of the annual meeting will
include, but not be limited to, an
activity report from President, a
financial report by the treasurer, and
the election of Board members.
- Section 2. Board Meetings
- The Board of Directors shall meet at the
time of the Annual Meeting and at other
such times and places as the Directors
shall determine.
- Section 3. Special Meetings
- Special meetings of the membership may be
called at the discretion of the
President, or by a petition presented to
the President and singed by not less than
four Board members, or by a petition
presented to the President and signed by
not less than ten Regular Members in good
standing.
- Upon submission of a petition, the
President will hold a special meeting
within thirty days.
- Section 4. Meeting Announcements
- All meetings will be announced at least
14 days in advance of the meeting.
- Section 5. Parliamentary Authority
- Meetings of the general membership
(Annual Meeting and Special Meetings)
will be conducted according to Robert's
Rules of Order.
- Section 6. Quorum
- A quorum at any Board Meeting will be
five Board members.
- A quorum at any meeting of the general
membership will be 20% of the membership.


- Section 1. Term
- Nine Board Members will serve each year.
The Board Members will serve two-year,
overlapping terms. In the first year of
the league, all nine Board Members will
be elected at the same time. The four
elected members with the most votes will
serve three-year terms, the other five
elected members will serve two-year
terms.
- Section 2. Elections
- Members shall be notified of the Annual
Meeting at least sixty (60) days before
the meeting. In the same announcement,
nominations for Board Members shall be
solicited from the members. Solicited
nominations must be received by the
Nominating Committee by thirty-seven (37)
days before the Annual Meeting. Notice in
a BASKL publication can satisfy this
requirement of notice.
- Elections will be held for four (4) Board
Members in odd number years and for five
(5) Board Members in even number years.
- Candidates are elected to the Board in
general and not to a specific position.

- Section 3. Appointments
- The nine Board Members will select
officers and committee chairs from among
themselves within thirty days of the
annual meeting.
- Terms of office for designated officers
and committee chairs will be for one year
unless the Board chooses by majority vote
to reorganize. Designated officers serve
until a replacement is selected.
- Section 4. Removal From Office
- Removal by Recall
- Any elected Board Member may be
removed from office by a
two-thirds vote of the members
present at any Membership
meeting. An announcement of the
intent to recall a Board Member
must be included in the notice of
the meeting.
- In the event that a Board Member
is removed from office, that
vacancy will be filled by
election at the same meeting.
- Removal by Absence
- Any Board Member who is absent
from more than two regulararly
scheduled board meetins in any
season will be removed from
office.
- A replacement will be elected by
a simple majority vote of the
board at the next regularly
scheduled meeting.
- The newly elected replacement will serve
the remainder of the original term.
- Section 5. Vacancies
- In the event that any Board Member
resigns their position, discontinues
active participation in the League, or
creates a vacancy by any other means, the
Board will appoint a qualified
replacement to serve for the remainder of
the original term.


- Section 1.
- These By-Laws may be amended at any
meeting of the general membership by a
two-thirds majority of members in
attendance. An announcement of the intent
to amend and a copy of the proposed
amendment must be included in the notice
of the meeting.


- Section 1.
- No person shall be discriminated against
in admission to membership, election or
appointment to any post, hire for and
position, or participation in any League
activities on account of race, color,
creed, national origin, sexual
orientation, political beliefs, sex or
age.

- If at any point, the Bay Area Sport Kite
League formally ceases to exist as an
organization, the assets of the League
will be donated to the American
Kitefliers Association.
